Will the UK election delay UPC launch?


It had been hoped that a Provisional Application Phase (PAP) of the UPC agreement would be able to begin by the end of May, with a view to a sunrise period for opt-outs starting in early September and formal opening of the UPC in early December. In the light of the announcement yesterday of a general election for the UK government on 8 June 2017, implementation of the PAP in May now seems far-fetched, and although this need not, in principle, delay the later steps, the process was already extremely tight.  We therefore now do not expect the UPC to open its doors until 2018.
